Two approvals, two different jobs

Almost every serious residential plot enquiry in Tamil Nadu eventually runs into two acronyms: DTCP and RERA. They sound similar and are often mentioned in the same breath in brochures, but they answer two different questions — and understanding the difference is one of the fastest ways to buy with confidence.

What DTCP approval actually confirms

The Directorate of Town and Country Planning (DTCP) — or the relevant local planning authority — approves a layout's physical plan: road widths, plot dimensions, the percentage of land reserved as Open Space Reservation (OSR), drainage, and general conformity to planning regulations. A DTCP approval number (for example, an approval like DTCP Approved Layout No. 78/2025) means the layout, as a physical subdivision of land, has been vetted and cleared by the planning authority — a meaningfully higher bar than an unapproved "revenue" layout.

It does not, by itself, guarantee clear title to the underlying land — that is a separate legal check your advocate should run using the survey numbers and parent documents.

What RERA registration adds

The Real Estate (Regulation and Development) Act, implemented in Tamil Nadu through TNRERA, is aimed at protecting buyers of both apartments and plotted developments above a certain size, by requiring the promoter to register the project, disclose project details, and maintain funds in a manner intended to protect buyer interest. When a project's status is described as "RERA Acknowledged," that means the registration/acknowledgement process is on record with the authority — buyers should always ask for the exact registration number and independently verify current status on the official TNRERA website before booking.

Understanding the OSR & gift-deed clause

Most approved layouts, including Emerald City, carry a standard disclaimer that roads and OSR (Open Space Reservation) areas are handed over to the local panchayat through a registered gift deed. In plain terms: the internal roads and reserved open/park spaces of the layout are not sold as private plots — they are gifted to the local panchayat, which is what keeps them as shared, public-use infrastructure (roads, parks) for the entire township rather than land any single buyer can claim ownership of.

Questions worth asking any developer directly

  • What is the exact DTCP approval number, and can I see the approved layout drawing?
  • What is the current RERA registration number and status?
  • What are the survey numbers, and can my advocate review the parent document chain and encumbrance certificate?
  • Has the OSR/road area been gifted to the panchayat, and is that reflected in the layout's records?
  • What charges — development, EB/water connection, registration, stamp duty — are separate from the quoted plot price?
